Operational Interoperability Systems Matter Expert (Full-time)

Eglin AFB, FL

In anticipation of contract award, Torch is seeking a Journeyman System Matter Expert to support Research, Development and Test and Evaluation requirements for AF Weapons testing activities at Eglin AFB.

Responsibilities:
The primary role will be to perform detailed communications and operational interoperability analysis for hardware/software systems of command, control and telemetry networks in support of the AF Weapons testing including Aerial Target enterprise systems used for Live Fire Training, Test & Evaluation.
All candidates must possess and apply expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks with appreciable latitude in developing methodologies and presenting solutions to problems, and will include contribution to deliverables and performance metrics where applicable.
Reporting activities will include the generation and presentation of assessment and analysis documentation, briefings and reports. Other activities include development of prototype software development in a laboratory environment, technology maturation assessments and demonstrations and providing analytical support, and coordination within the AF Weapons training test and evaluation community.

Qualifications:
A Bachelor's degree in electrical engineering, systems engineering or another applied technical disciplines is required with a minimum of 15 years' experience. Master’s degree preferred. Experience should include:
• Development test and evaluation, operational test and evaluation, and fielding of weapons systems
• Mathematical Modeling
• Operational Consoles for integration, situational awareness, and human computer interface with overlays.
• Software Development in a Software Product Line paradigm operating under SEI CMMI Level 3 Processes
• Execution in DoD Training and Test Ranges environment
• Developing Written Technical Manuals & Procedures
Position requires that candidate possess a final security clearance in order to access classified information. Inability to maintain a security clearance will result in candidate being ineligible for this position.

Knowledge of US Government Acquisition Process and DoD, Air Force, systems acquisitions, and program management required. 

Preferred Skills:

Demonstrated ability to analyze complex weapon systems environments for Battlespace Awareness, Command and Control, Network Centric Operations within C4ISR frameworks. Subject Matter Expertise in Open Systems Interconnection in distributed computing environments at all information transport layers including application, presentation, session, transport, network, datalink, media and RF phenomenology. Demonstrated self-initiative, leadership, and customer interface skills are essential. Must possess the ability to clearly express ideas/concepts, perform as part of a team, and can operate in a multi-project, multi-tasking environment. Live, Virtual and Constructive experience is a plus.

This position requires that the selected candidate have an active final SECRET security clearance in order to access classified information. Inability to maintain a security clearance will result in candidate being ineligible for this position.

This position is located at Eglin AFB.  Some travel will be required.
